After representing Scotland at several age groups Steven gained his first full cap against Croatia in March 2008, during the match he provided the assist for Kenny Miller to score the equalising goal in a 1–1 draw. On 1st April 2009, Fletcher scored his first full international goal in a 2–1 win against Iceland.

Fletcher left Hibs to play for English Premiership side, Burnley in 2009 and despite having just turned 22, he had already made 188 appearances for Hibernian and scored 52 goals.
